All I do is zip it and extract it to my desktop, its working just fine for me.

Yes God Mode works, it's not 100% accurate the units can't die but they still occasionally route if there morale gets too low, I just had a battle where my general and a few other squads routed, it was quite funny because I still won due to my archers and 2 legions holding it down lol.

You have to make sure that you are using Total War Rome 2 V1.13.1 Trainer +15 Build 11724 and check the main menu it should say the same as well if they don't match you either need to update steam or re-install the game it worked for me.

Playing on Legendary is super hard without the trainer lol, there's not much we can do I mean they update the game so much, that it will take time to get the new trainer up, we all just have to be patient, after all hes only one man;)

So many new damn updates whats the deal lol.
