We demand trainer!
use cheat engine. the value of money is doubled
so you if you money is 19987: the value in cheat engine will be: 39974
Now do build some and let the money go down. if the money is 19986 the value in cheat engine will be 39972
repeat this over and over again till there is only 1 found. once its found double click the address and change the value to what you want.

You both are probably long gone, then this is for myself and anyone else who stumbled upon this topic. Just break it down into steps to make it easier to understand.
1.My money is currently 24,589
2. In cheat engine it would be 49,178 (Double 24,589 which is my starting amount)
3. Build some to make the number go down.
4. Repeat from step 1 with your current amount of money until only 1 number remains in cheat engine. Then adjust that number to your liking. (999,999,999? LOL)

I make it work that way.
Cheat engine, take the float method and check Rounded (default)
Enter the exact value you see down your main screen when playing city state 2
Search, then go spend some money when its done
Search again using next scan
You should see it, if there are too many values, just do the same process again to filter out
