I solved it. It was anti virus software that kept closing the application every time I activated a cheat. In particular, Trend Micro. I had it disabled before hand, but it turns out it still runs background software that you can only disable by uninstalling!

This is specifically for the Rabi-Ribi trainer, although I believe the same result will occur on other trainers I use. Whenever I attempt to activate a cheat using the hotkeys, the trainer just crashes. No error sound, message, or anything, it just closes. This is regardless of any hotkey I use...

I know this trainer was updated quite recently, but the new DLC makes it unusable, and it needs a new version. <3
