Really? PayPal locked your account? You should be able to get donations through the send money as friend or family option. Very odd that they would do that.

Wow. They locked your account because you moved? That's weird. Paypal doesn't care about where you live, just that you have a bank account/credit card they can verify. You need to get ahold of customer service and clear that up.
