After you download and open cheat engine as admin, open Disgaea 2, click on the computer icon(top left) and find disgaea2.exe. Click on New Scan, write the HL number that's in the game, run the scan, if you find any green results, click on it to mark it to the bottom. Change the byte to 8...

Use cheat engine to change HL to 999999999999. Same for Exp, and Mana. Can't find a value on weapon mastery.
