Those hotkeys conflict with the game (eg, F7 is quick-load I think). Either escape to the game menu before using them or alt-tab out of Civ 6 and press the keys then.

257 RaF worked for me just now on a Rise and Fall ruleset game. Loaded the game in Civ 6, then started the trainer, activated it then activated inf. moves. My scouts wander where they will. Thanks Mr. Antifun!
