Use Inf. Items then go get some airdrops and you will have them maxed out to 99. Bring them to the quarter master, repeat. Hope this helped out :)

I had the same problem at first. But it's quite simple. If you want to change day/night time you must press 7 first which allows you to edit otherwise it won't work. Hope this helped :D
