Just write TAG and country code on console

The work around is enabling the super factory production, then cycle between your productions, let thum run for 24h ingame hours. Then it will be around 2.5 million units in stored. then change to other production.

press ~ (tilde, left to number 1) then use the command "tag <Country code>" Without "

Super Factories limit doesn't work here either

I am having this problem as well, 4th slot would not unlock, I have tried reloading save from before the mutation is done in the laboratory no results, though I have not tried doing the mutation research without the trainer, might try sometime in the future.
