I had the same problem , try to first run the game load the save then minimize the game and run trainer on administrator and activate your desired options then go back to game and your desired cheats should be activated.Please reply if that works for you :)

I would apricceate if u could make trainer for the new steam version (includes COH,COH opposing fronts and Tales of Valor) It is called COH New Steam Version by the way and i cant seem to find any trainers for it so if you could help that would be much appreciated sorry for bad english.
