This game has a mean Anti-cheat I guess. My efforts only afforded me the ability to have unlimited Haze. HP did not want to cooperate.

I am ignorant about the oil industry in Anno but this is just a blind suggestion. If the oil is based like all other resources or has a numerical value to represent it. For now you could use Cheat Engine to edit the value to your desired amount. Again I have yet to reach this point.
