That's because of the method the trainer uses. It lowers the requirement for the techs you research. This also lowers them for the AI. But the requirements for repeatables are calculated and not static, so the trainer can't change them that easily.

The values have changed compared to previous version as traits now work differently due to machine species. It's a bit harder to find now. In fact, I haven't found the values myself yet. I sure hope maf is looking into this. I sure am.
