You are correct but that is only useful when your Tier has no refueling. If you play Tier 3 you have to refuel and every liter of fuel add 0.1 seconds to your time. So if you run 25 liters while the AI runs 12 you lose 1.3 seconds the first round. Next round 1,4 etc. till the AI refuels. So...
