Great trainer, but inf. trait point/perk & inf ethic points are not working for me

I have mega followers activated and somehow made it 10+ million... However now I can't gain any more skill points through followers and I still have skills waiting to be unlocked. I've just met T-bone and few extra missions are completed so is that normal?
