It does work indeed - but I don't recommend using that one. Maybe late in the game but certainly not early in the game. The generals will be very unhappy as they want official seat, which you cannot give yet.

Not really. Last time I checked, F2 through F12 all work, and even Numpad 0 and 1 work. It is Numpad 2 and beyond that don't work. [Easy diplomacy part]
