It does to me as well. Simple fix go to the avenger screen save then go to soldier skill pick screen activate the trainer and then the resource cheat. then save. If it crashes it should let you have all the resources, and soldier points maxed.

Go into the soldier train screen to pick their next level skills then do the resources it will also give you a crap load of skill points as well. Do not know if that last part was intentional about the skill points

BEFORE starting the game unpackage trainer activate your antivirus will say it is a bug. Then tell it to restore it. I am not sure if you can start with it in the background first but go into the game start a mission turn the cheats on then before the mission ends screen comes up turn the cheats...
