I'm having a similar issue. If I try to activate a cheat, there's a 75% chance it won't work, regardless of what the hotkey is

For some reason, when I activate the trainer, fast construction, training, project, and God mode don't wor. I opened the trainer after loading up the save game, then hit F1 to activate the trainer. Am I missing something?
