Since there is a command console, most wont bother with making trainers for the game. And of course trainers wont work in multiplayer. Just make yourself admin of yer server and yer good to go.

It probably didnt happen due to a developer console being something you can enable in options.

So until MrAntifun gets around to creating a trainer for this what you can do is start up a single player game of Staxel and load into the world. Open cheat engine and go to the processes (the tab that shows all processes) tab and select the no console process. I dont recall its exact name off...
