europa universalis 4 trainer needs update for rebels(wemod)

there is a lot of rebels up to a few million when we are using cheats
so can you make some kind of cheat to fix this

i tried having 100k army gaurding in every core which merely prepares for them to fight them but they still come back later
i tried having nothing in every core to see if that would decrease the amount of rebels but it doesn't work

yet both methods of playing causes millions of rebels to want to fight me eventually

this might be due to me having a lot of aggressive expansion but i have seen other posts on reddit without aggressive expansion having trouble with rebels
