max crew stats is a bad idea, you can get them pretty easily however. If using the gold cheat.
1) go and buy the homebase,
2) upgrade it to max (lvl 3)
3) in one of the areas someone sells stat boosters, buy them all
4) once you've assigned them, it'll refresh the stock, so dock and repeat.

tip having really high engineering / movement speed can actually be a bad thing, as you'll have to constantly be monitoring your coarse in combat.
