Yes, as NotBad says, change your Windows theme. Because that one, looks like a theme (not Windows 7 original theme, and not Windows 8 original theme). If you're using Windows 8, and if you want to use themes, forget about that; Windows 8 themes are full with bugs/errors (not because people who created the themes, because own engine Windows 8 is a cr4p).
If you're on Windows 7, there are so many themes at DeviantArt. It's impossible to not find another one for Windows 7. I have Windows 7 too (Home Premium x64), and i use a theme too (called Black & White R2). Here are Windows 7 Themes at DA. Good luck
