Given there are several trainers and a official CE cheat table that also doesn't work, thanks to the programming of the game, it's unlikely to get a trainer. Devs purposefully made it this way to prevent cheaters. If you activate the Inf. Resources, your people simply stop working, and they are unlikely to change this.

Just how it's starting to be it seems with Devs now, look at CoD, MAF tried to make one last year for the last CoD and got banned for his trouble. :/
