Well , Why do you want to learn c++ ? , I mean if you are interested in c++ programming and have some plans then go for it , But if you have interests in Web programming and development i would go for something like PHP , C++ isn't a good choice to start with if you don't have previous experience in other programming languages, It is more fun and challenging though , About tutorials check YouTube and you will find a lot of tutorials on c++ , Starting off with a book is kinda boring but you should get couple of good books once you get the basics of the language , Good luck :) .

Thanks =] Also my reasoning for not doing a web based language is because i'm already pretty familar with PHP and Javascript..

C++ is a great language to learn. Like my old programming teacher said once "C++ is the gateway drug into the world of programming". I normally code in C# in Unity3D these days. Good luck!
