I cannot verify that all players (human and AI) are being helped by the Research cheat, but I do have an AI that is close to a Domination Victory in less than 25 years time, so I suspect this observation may be correct.

Fast Builds would be a great feature, as long as the AI doesn't also get the cheat. Fast growth (pop) would also be helpful.
