Based on all the youtube video i seen, the type of cheat that would be helpful in the game is
1) Cash
2) Staff skill
Edit:
3) Staff Need
4) increase staff experience gained
5) Staff salary (not to sure if this is possible)
6) Staff specialization

Just got this game yesterday... used Cheat Engine to modify the cash easy enough. Haven't tried to dabble with skills or any other stats yet.

UPDATE:
- the game uses XML save files (inside a ZIP) ... have been modifying staff skills, money, etc.
- still investigating what else can easily be changed or modified

Update 2:
- save game location (for me, anyway) found at
"C:\Users\USER\AppData\LocalLow\Oxymoron Games\Project Hospital\maps"

Only thing I can think of would be staff needs, the rest can be obtained via Cheat Engine or save game editing.
