FWIW, save editing is very straightforward. Simply open SaveGame.suze in your text editor of choice (located in AppData/LocalLow/TorporGames/Suzerain/Suzerain/) and on line 19 there are two variables: "SuzVar.PersonalWealth" and "SuzVar.GovernmentBudget". Simply edit the number after them to set what you want the amount to be.
