All you have to do is add the -eac_launcher command line parameter to your WatchDogs2.exe shortcut and when you run it, EAC is disabled, you get a window letting you know that it is disabled along with online play. Now you can easily use our trainer (Link), our free CoSMOS gamehacking tool (Link) or any other tool to modify the game and play it the way you want to play it.

Conversations with Ubisoft support, which we have transcripts of, state that they do not condone cheating of any kind, but they elude that there will be no repercussions (such as being banned from the game) for doing so in single player offline mode only. Of course, that doesn't mean that it won't happen, that's just what we were told. As always, with any cheat in a game that has both a single and multiplayer component, especially those that allow seamless transition, you must use it at your own risk.

I changed money and followers using cheatengine.

It also works if you add the command in the Watch Dogs 2 Options in the Uplay Client. If you scroll down to the bottom you can add commands to the game launch. Just tested it with the -eac_launcher command and it worked. That way, you don't need to use a shortcut.
