Are you running "Starships.exe" ?

Yeah, I cant seem to get it to work either, even tried from the file folder...

Edit: Looks like steam doesn't allow 64 bit users to run the 32bit build of the game ,I will be making a new trainer now .

it might is your antivirus problem,make sure your antivirus is turned off so you can keep downloading.i also added mirror for 32&64bit just in case.
