Looks like Cheat happens found a way to make a trainer. They made their own launcher or something.

add -eac_launcher as a launch command to disable eac and online

"All you have to do is add the -eac_launcher command line parameter to your WatchDogs2.exe shortcut and when you run it, EAC is disabled, you get a window letting you know that it is disabled along with online play. "
