how do you increase the number of finishers

By default, you can only have a single Finisher even when the trainer is active. You have to equip the wrestler with the "Fired Up" skill to allow them to stack up to 3 Finishers. If you want to build 3 Finishers in a match, then do NOT use the Finisher cheat on the Trainer and just use Signatures instead. Each Signature gets you 1 Finisher. Should be the F4 cheat since I recall the Signature/Finisher cheats being reversed on the trainer.
