Is it Maybe possible to Freeze the Different Police Unit Types? or the Parking Lot? so you can get more officers/Vehicles than the limit says? or is that unscriptable cause of the way its build in the game?

The inf police stats need to be changed, because some assignments need an officer to get a specific role, for example, I'm now stuck at employ 2 investigators, but I can't because all the stats are at max

@MrAntiFun Solution is to seperate those skills, like
max patrolling skill,
max riot control skill
max Advanced tactics skill
max investigation skill
max detective work skill
max infiltration skill
