as a temporary fix, you could use ilspy (3.01 version) + reflexil to edit "Assembly-CSharp.dll" to remove the skill level restriction. U need to open the dll in ilspy use the search to find "PawnAllowedtoStartAnew". Press the "gear icon" in the top bar and remove every line, except for:
ldc.i4.1
ret
that way you can still use crafting, but the quality will be as if your skill is lvl 1. (You can use cheat engine to find the exp (float) and set it above the threshold and you'll upgrade your skill to lvl 20.)
