I tested ammo and mana over 9 times and it was working perfectly fine , Make sure you activated the cheat.

I pressed F1, F3, F4, all checked, but ammo is not 999 and mana still lost

Try using Inf.Items cheat , It should include ammo , About mana i cant give a clear answer because i haven't advanced in the game .
