You can edit the save file for exp and money:
Ho to the save file folder, a weird alphanumeric subfolder in this path:
%USERPROFILE%\Documents\My Games\SnowRunner\base\storage\
And then edit "CompleteSave.dat" in a normal text editor like Notepad++.
Ctrl+F for "money" and then edit that value to your desired wealth (this one also works if you just search for your money variable in CE and change the value once or twice by buying/selling in the shop).
Ctrl+F for "experience" and then put in the desired XP. I put in 10000 and it was way above what was needed to get to max level. I had to gain XP ingame (by completing a random objective like discovering a tower or trailer) and then it triggered the level up (directly to max).
