Yeah, the infinite elite unit health affects enemy units as well. In fact, it seems to affect every vehicle too. Possibly every single entity unit in the game?

Also, tested it with kill team ironmaw for the space marines, it doesn't work for them even though they are an elite unit.

EDIT: any chance we could get a proper god mode function or something similar? Might as well ask while I am here.

I will check it out , Its very difficult to do a proper health cheat for this game though .

the infinite elite unit health only affects the squad with single unit whatever it is the elite so some elite cant have the effect

Just to confirm, it does work, even with the update from steam. However, the health option (number 5) affects enemy veichles, and elite units that are literally, a single unit.
